RE: DNC has made historic investments that are building the infrastructure necessary to win

Over the last 21 months, the DNC has made unprecedented investments in state parties while building the infrastructure necessary to win races up and down the ballot. Through scaled-up organizing programs, voter registration efforts, hands-on trainings, legal and voter protection work, an innovative data operation, and a robust online strategy, the DNC has expanded the map, put Republicans on defense, and put Democrats in position to win this week and beyond.

The State Partnership Program: The DNC invested more than $1 million a month into the work and success of state parties. This includes sending all 50 state parties historic monthly payments of $17,500 and an additional $5,000 per month for Republican-controlled states thanks to the DNC’s Red State Fund. This consistent funding built critical infrastructure in every state and helped Democrats compete everywhere while greatly expanding the battleground map.

  • State parties utilized this funding to open field offices, hire organizers, set up year-round organizing programs, launch voter registration efforts, host events, stand up coordinated campaigns earlier in the cycle, invest in rural counties, and bring on additional staff — from voter protection and finance to data, organizing, digital, and communications.

Organizing Program: The DNC’s organizing team was laser-focused on reaching and mobilizing voters as it expanded the map and built Democratic power at all levels.

  • The DNC’s organizing volunteers made 3.3 million calls and sent 19.2 million texts.
  • The DNC launched an unprecedented voter engagement effort that made 450,000 calls to Democrats who voted in 2020 but then sat out in 2024. This Local Listeners program resulted in 10,000 open-ended conversations with infrequent voters and worked to turn them out to vote in 61 battleground districts. The takeaways from the program provided invaluable insights to campaigns throughout America.
  • The DNC also recruited, trained, and matched more than 200 high-quality organizers with battleground coordinated campaigns.
  • The DNC’s coalitions team had more than 220 partner events that engaged over 21,200 voters across 30 states.
  • The DNC held a half dozen nationwide weekends of action with on-the-ground events across the country. This included a 100 Days Out Weekend of Action with 425 events in 42 states and a Stuff Costs Too Much Weekend of Action with 200 organizing events.

Training Programs, including NextWave Regional Bootcamps: The DNC recruited, trained, and placed campaign staff as part of its largest-ever in-person training program.

  • The DNC hosted more than 250 training sessions with 25,000 Democrats across all 50 states. This includes campaign and state party staff, organizers, and volunteers.
  • The DNC also hosted four NextWave Regional Bootcamps that trained nearly 350 campaign staffers during more than 100 in-person sessions in the South, East, West, and Midwest. 1 in 3 participants who were looking for jobs were placed on key races or state parties, including more than 20 organizers who were hired onto Senate races.
  • The DNC also recruited and trained 680 county chairs and local leaders through its Every County Matters Program.

BlueMatch & Battleground Leadership Project: The DNC built a resume bank that allowed campaigns and state parties across the country to request and receive strong candidates for a range of campaign positions. The DNC also recruited and trained Coordinated Campaign Directors and Organizing Directors to begin the work in battleground states earlier than before.

  • The DNC sent nearly 4,500 resumes to more than 150 campaigns and parties in 37 states. This includes sending 900 resumes to Senate races, touching every battleground.
  • The DNC recruited and funded four senior staffers in Q1 of 2026, ensuring AZ, NV, and PA had high-quality leadership in place earlier in the cycle and with more runway to build strong programs.

When We Count Voter Registration Pilot Program: The DNC trained and paid more than a hundred fellows to register thousands of Democratic voters in battleground districts ahead of the midterms. This pilot was the largest-ever partisan national voter registration campaign in DNC history.

  • The pilot program hired, trained, and deployed more than 120 paid fellows who spent months meeting, registering, and mobilizing young Democrats in their communities. They registered more than 7,200 voters in Arizona and nearly 2,000 in Nevada. Following the voter registration deadline, fellows joined coordinated campaigns to knock on doors through Election Day.
  • While reversing voter registration trends and closing voter registration gaps, the DNC also trained more than 2,500 Democrats on the best practices to run partisan voter registration drives in their states.

Southern States Resource Hub: Following the Callais ruling, the DNC equipped Southern state parties with tools that helped build the infrastructure needed to compete and win across the South.

  • This included providing support when it comes to staffing, fundraising, strategy, and messaging. The hub also assisted with design resources and data infrastructure.
  • These investments are paying off: two-thirds of the 31 state legislative seats that Democrats have flipped from red to blue since Trump took office are in the South.

Legal and Civic Engagement and Voter Protection (CEVP) Work: The DNC used every legal tool at our disposal to defend Americans’ right to vote and protect our democracy. The DNC also expanded its voter protection infrastructure to ensure people can cast their vote.

  • 37 states now have voter protection programs — up from five states last year. The DNC also offered more than 10 trainings to help the remaining states develop programs.
  • CEVP provides a Voter Registration and Purge Report that enables states to analyze the demographic and political attributes of removed and inactive voters, track shifts in party registration over time, and generate lists for voter re-registration programs. Through this effort, teams can quickly identify and reach individuals affected by purges.
  • The DNC expanded IWillVote.com to be available in over 11 languages, allowing millions of voters to easily register and update their voter information, find polling locations, and see key voting deadlines in their state.
  • To address voter suppression and election interference, the DNC operates a year-round hotline that provides immediate, live assistance to voters facing challenges at the polls.
  • The DNC’s legal team won injunctions against Donald Trump’s two executive orders on elections, fought his unlawful use of taxpayer dollars for propaganda, protected mail voters at home and abroad, and defended voter registration and state-run elections.
  • The team also filed 34 amicus briefs related to the DOJ demanding voter files from states, helping defeat the administration every single time.

World-Class Data Operation: The DNC provided all 50 states with the best-in-class foundational data infrastructure and tools that have powered campaigns up and down the ballot.

  • With nearly 70,000 active VAN users this year, the DNC ensured more than 10,000 campaigns of all sizes could leverage its data while turbocharging their organizing.
  • The DNC technology department consistently and professionally maintained the national voter file, including processing over 1,025 different voter files updates, including processing data for more than 14 million new registrants since the 2024 election.
  • For the first time in decades, the DNC launched an open RFP process for organizing tools, making innovative tech available to state parties and coordinated campaigns. Through this program, 21 states and the DNC’s national organizing program piloted new tools focused on supporting deeper engagement with voters and volunteers.
  • Additionally, the DNC developed and maintained vital tools like IWillVote.com, which is providing millions of voters across all 50 states with information on how, when, and where to vote.

Digital & Influencers: The DNC grew and leveraged its massive digital channels to reach young voters with viral content across platforms, including through our industry-leading, unbranded persuasion account @FactPostNews.

  • This cycle has been the DNC’s most successful ever on social media, with DNC-branded accounts reaching over three times as many people as in the 2024 cycle, and nearly eight times as many as the last midterm cycle.
    • While adding over 6.8 million new followers, DNC-branded social content was viewed over 8.5 billion times, and videos were viewed over 4.1 billion times.
  • This cycle, the DNC launched a new suite of persuasion-focused, unbranded accounts called FactPost, which have become first-in-class successes and produced viral content week after week.
    • FactPost earned nearly 4.3 billion views this cycle and gained half a million followers, generating multi-platform virality and earned media through its coverage of Republican electeds and their policies.
  • The DNC also built from scratch an innovative network of over 500 creators who have a combined following of over 165 million. The DNC’s clip library has generated hundreds of millions of views from creators who utilize these clips in their daily content.
  • The DNC’s in-house studio was used by more than 100 members of Congress and candidates up and down the ballot.
  • The DNC partnered with campaigns across the country, earning nearly 1 billion impressions on content uplifting Democratic candidates and attacking Republicans.

Grassroots Fundraising: The DNC has built a grassroots movement powered by more than 1 million unique small-dollar donors this cycle — 170,000 more than at this point in the 2018 cycle — with teachers representing the most common profession.

  • Recurring donors are the backbone of this successful program: Monthly donors have contributed more to the DNC than in any prior cycle, a trend driven largely by an ads program that has raised 5 times more than during the 2021-2022 cycle. Meanwhile, the DNC continues to have the strongest mail program in the industry and the largest email list in political history.
  • The DNC broke grassroots fundraising records: The committee is coming off of our best-ever Q3 of a midterm year, raising $3.6 million more than in 2022 and $7.2 million more than in 2018. Cycle-to-date, we’ve raised $60 million more via grassroots channels than we did in the 2018 midterm cycle.
