DNC Rules and Bylaws Committee Votes to Recommend 2025 Rules of Procedure for Election of DNC Officers

Today, the DNC’s Rules and Bylaws Committee (RBC) voted to recommend the Rules of Procedure that will guide the election process for the next DNC Chair as well as National Committee Officers. The Rules of Procedure will be voted on for approval by the full Democratic National Committee during the DNC Winter Meeting.

RBC Co-Chairs Minyon Moore and James Roosevelt, Jr. released the following statement:

“The Rules of Procedure recommended today ensure that the process for electing our new officers is fair and transparent — from the nomination period to the final votes in February. Electing new leadership is one of the most important responsibilities of DNC members, and the Rules and Bylaws Committee is committed to transparency and neutrality in all of the DNC’s officer elections. As the DNC ushers in a new generation of leadership, the Rules of Procedure will play an integral part to make this transition as seamless as possible.”

Election of National Chairperson 

  • Each candidate for National Chairperson shall file with the Secretary a nominating statement signed by 40 DNC members and indicating the states of residence of the candidate and such DNC members no later than 8 p.m. EST on January 25, 2025.
  • A majority of the votes cast by members of the DNC in person or by proxy shall be required for election of the Chairperson.
  • If a new Chairperson is not elected on the first ballot, a second ballot shall be conducted. If a new Chairperson is not elected on the second ballot, additional ballots shall be conducted until a new Chairperson is elected, but the candidate receiving the fewest number of votes on each preceding ballot beginning at the second ballot, shall be eliminated.
  • For the office of National Chairperson, there will be a period of at least 10 minutes between ballots. 

Election of Other National Committee Officers 

  • Each candidate for a National Committee Officer position other than the National Chairperson shall file with the Secretary a nominating statement signed by 40 DNC members and indicating the states of residence of the candidate and such DNC members no later than 8 p.m. EST on January 25, 2025. 
  • A majority of the votes cast by members of the DNC in person or by proxy shall be required for election of the officers.
  • Elections will be conducted for the Treasurer, Secretary, National Finance Chair, Vice Chairperson for Civic Engagement and Voter Participation, and the three other Vice Chairpersons, in that order.
