đ¨ Millions of Americans Will Lose ACA Coverage Under Trumpâs BudgetÂ
June 5, 2025

In response to new reporting on how Donald Trumpâs budget will gut the Affordable Care Act, DNC Chair Ken Martin released the following statement:
âDonald Trumpâs long-standing goal is to âterminateâ the Affordable Care Act and kick hardworking Americans off their health care â and his billionaire-first budget brings him one step closer to repeal. If Trump gets his way, millions of Americans could lose coverage as health care costs skyrocket. Destroying an extremely popular program â which is a lifeline for millions â is not an âAmerica Firstâ agenda, and Republicans will face the consequences in the midterms. â
NEW REPORT: Donald Trump and the GOPâs disastrous budget will rip away health care from millions of Americans covered by the Affordable Care Act by:
- Causing 4.2 million Americans to lose coverage by letting subsidies expire
- Making coverage more expensiveÂ
- Threatening insurance marketplaces, which help 24 million Americans get access to health careÂ
- Burying working families in paperwork, while making it harder to sign up for insurance and qualify for tax creditsÂ
The American people overwhelmingly support the Affordable Care Act and enrollment is at a record high.
New York Times: âObamacare enrollment is at a record high. The marketplaces include Americans who donât get insurance from their jobs, including low-income gig workers, middle-income freelancers and high-income entrepreneurs.â
KFF Poll: â64% of Americans hold a favorable view of the Affordable Care Actâ
KFF Poll: â[T]wo-thirds of the public say it is âvery importantâ for [key Affordable Care Act] provisions to remain law, including majorities of Democrats and independents. About half of Republicans say each of these protections for people with pre-existing conditions are âvery important.ââ
After failing to repeal the ACA during his first term, Trump is hellbent on trying to get the job done and risking protections for over 100 million Americans with preexisting conditions.
White House: âThe following executive actions are hereby revoked: âŚ
âExecutive Order 14009 of January 28, 2021 (Strengthening Medicaid and the Affordable Care Act).â
Center for Medicare and Medicaid Services: âExecutive Order 14009 in 2021 established the policy objective to protect and strengthen Medicaid and the Affordable Care Act (ACA), and to make high-quality health care accessible and affordable for every American.â
The Hill: âOn the campaign trail, Trump has doubled down on his promise to repeal the ACA, a feat he fell one vote short of in 2017.â
Associated Press: âTrump says he will renew efforts to replace âObamacareâ if he wins a second termâ
Kristen Welker, NBC News: âSir, you said during the campaign, you have concepts of a plan. Do you have an actual plan at this point for health care?â
Trump: âYes. We have concepts of a plan that would be better.â
Welker: âStill just concepts? Do you have a fully developed plan?â
Trump: âLet me explain. We have the biggest health care companies looking at it. We have doctors. Weâre always looking because Obamacare stinks. Itâs lousy. There are better answers. If we come up with a better answer, I would present that answer to Democrats and to everybody else, and Iâd do something about it.â
Trump: âObamacare is a disaster. And I said, âWeâre gonna do something about it.ââ
