ICYMI: DNC Announces Historic Investments to Fight Gerrymandering, Organize Ahead of 2025 and 2026 Elections
October 3, 2025
This week, the DNC announced a blitz of investments across the country to supercharge Democrats’ organizing efforts ahead of critical special elections in 2025 and the 2026 midterm elections and to fight back against GOP gerrymandering.
These investments come on top of the historic $1 million a month DNC Chair Ken Martin is sending to state parties across the country to build campaign infrastructure and on-the-ground organizing early. Every election matters, and the DNC is working tirelessly to win across the map.
In Mississippi:
- The Washington Post: “The Democratic National Committee is investing in low-profile state legislative races in ruby red Mississippi as the party tries to make inroads in the South — a Republican-dominated region expected to wield more power in future elections. Bracing for population shifts that would diminish the states they have typically relied on in the battles for Congress and the White House, some Democrats are trying to expand the party’s footprint in areas they have largely ceded to the GOP, a gambit they hope will pay off over time.”
- Mississippi Today: “The Democratic National Committee says it will spend a “low six-figure” amount to help Democratic candidates in seven special legislative elections in Mississippi in November. DNC Chair Ken Martin said in a statement to Mississippi Today that building long-term infrastructure in the South is a top priority for him, which is why the committee is investing in Mississippi during an off-year election cycle. ‘With this major investment, the DNC is turbocharging Mississippi Democrats’ organizing efforts to win crucial legislative races this November and continue us on the road to a blue Mississippi,’ Martin said.”
- Magnolia Tribune: “Now, the Democratic National Committee (DNC) has announced what they are calling “a new, historic investment” to support the Mississippi Democratic Party’s organizing efforts ahead of the November 4 special elections. The special legislative elections are being held as a result of court-ordered redistricting. The DNC said in a statement Thursday that under DNC Chair Ken Martin, they now view building long-term infrastructure in the South as a top priority. “That’s why earlier this year, he announced a historic increase in monthly investments into our state parties, including $22,500 a month into traditionally red states through the DNC’s Red State Fund,” the DNC announcement outlined. “For too long, the DNC has only been focused on the elections right in front of us. Under Chair Martin, the DNC is building for both the short and long term.”
- SuperTalk Mississippi Media: “‘As I say, there’s no such thing as a permanent red state,’ Martin continued. ‘Voters across Mississippi know Republicans are weak and spineless after they cheered on Donald Trump’s agenda that kicks 110,000 Mississippians off their health insurance, pushes rural hospitals and nursing homes to the brink of closure, and raises families’ food and energy prices. With this major investment, the DNC is turbocharging Mississippi Democrats’ organizing efforts to win crucial legislative races this November and continue us on the road to a blue Mississippi.’”
In Missouri:
- Salon: “Democrats in Missouri are launching a new petition to block state Republicans from implementing their newly gerrymandered maps ahead of the 2026 elections — and doing so with the financial support of the national party, a source with the Democratic National Committee told Salon. If successful, voters would get a chance to weigh in on the GOP scheme to give President Donald Trump and his party an extra seat in the House. On Sunday, Missouri Gov. Mike Kehoe signed into law a new map that redraws the state’s congressional districts and effectively eliminates one seat presently held by a Democrat. “I appreciate the support and efforts of state legislators, our congressional delegation, and President Trump in getting this map to my desk,” Kehoe said in a statement, describing the new gerrymander as a reflection of “conservative, common-sense values.” Early Monday morning, Democrats responded with their own effort to delay and potentially prevent the new maps from being officially implemented. The drive for a referendum comes amid a number of lawsuits that contend the GOP’s redistricting violates Missouri’s constitution.”
- St. Louis Public Radio: “An effort to prevent a new Missouri congressional map from going into effect is getting a boost from the Democratic National Committee. The DNC announced on Monday that it will be contributing staff and financial resources to bolster a referendum effort to place the new map up for a statewide vote. A group called People Not Politicians is trying to collect roughly 106,000 signatures before the middle of December to prevent the new lines from going into effect until a successful statewide vote. Shelby Wiltz, DNC national political director, said the party will devote staff to help gather the necessary signatures and provide direct monetary support to the Missouri Democratic Party. Already, the People Not Politicians effort has attracted hundreds of thousands of dollars since lawmakers passed the congressional map during a special session in mid-September.”
- The Hill: “The Democratic National Committee (DNC) announced Monday it is making an investment to help Missouri Democrats put the state’s newly signed GOP-friendly House map to a statewide vote ahead of the 2026 midterms. The DNC will assist the Missouri Democratic Party in collecting signatures needed for a referendum process. The DNC declined to offer a specific price tag associated with the effort but noted it was the most the national party had spent on redistricting battles thus far.DNC invests for Missouri referendum over newly signed House map. The referendum process would stall the new congressional lines — which look to eliminate Rep. Emanuel Cleaver’s (D-Mo.) district — from immediately going into effect, requiring Missourians to first vote on the new map.”
- KSDK5: “The Democratic National Committee is wading into Missouri’s redistricting fight, announcing new investments to block what it calls “rigged” Republican maps signed into law this weekend by Gov. Mike Kehoe. On Sunday, Kehoe signed House Bill 1, dubbed the “Missouri First Map,” which redraws the state’s congressional districts ahead of the 2026 midterm elections.”
- KCTV5: “On Sunday, Missouri Gov. Mike Kehoe signed a new U.S. House map into law as part of President Donald Trump’s plan to hold on to a narrow Republican majority in next year’s congressional election. A day later, the Democratic National Committee announced “a new investment to help Missourians on the ground obtain the required signatures necessary” to put the new map to a statewide vote. U.S. House districts were redrawn across the country after the 2020 census to account for population changes. But Missouri is the third state this year to try to redraw its districts for partisan advantage.”
- Tony’s Kansas City: “Democratic National Committee announced “a new investment to help Missourians on the ground obtain the required signatures necessary” to put the new map to a statewide vote. The DNC stated that it will support the Missouri Democratic Party by: Hiring organizing staff to run signature-collection efforts statewide. Supporting volunteer organizing efforts to collect signatures across the state. Deploying a volunteer organizing team of 41,000 volunteers across the country to send texts to Missourians to sign the petition.”
- The Kansas City Globe: “DNC Chair Ken Martin: “At the order of Donald Trump, Governor Kehoe and Missouri Republicans have shown they care more about holding onto power at all costs than the fundamental rights of the Missourians they were elected to represent. This is a right-wing power grab so Republicans can avoid accountability for voting to take away the health care of hundreds of thousands of Missourians. But the battle in Missouri isn’t over. Missourians have the opportunity to put this craven power grab up for a vote. The DNC supports Missouri organizers collecting ballot signatures to take democracy back into their own hands and defeat these rigged maps once and for all.”
- First Alert 4: “On Sunday, Missouri Gov.
In Ohio:
- WYSO: “After decades of statewide losses, Ohio Democrats are about to get a big boost. The Democratic National Committee plans to make a record investment in Ohio ahead of the 2026 midterms, when voters will decide races for the U.S. Senate, governor and other statewide offices.DNC national political director Shelby Wiltz said her organization will be giving an unspecified infusion of cash to the Ohio Democratic Party. “I can’t give you a specific number but I can tell you it’s six figures, and that this is the most money we have ever invested in an off-year election cycle,” Wiltz said in an interview.Wiltz said the money will be used to organize party infrastructure across the state and hire staff for those offices. And she said the money will be used for paid programming to get their message out to voters.”
- Politico: “The day after Ohio’s Republican-led legislature missed a constitutional deadline to pass a new congressional map with bipartisan support, the DNC is announcing a six-figure investment to fight redistricting and hire organizing staff ahead of the midterms, our Adam Wren writes in. The campaign: “After passing Trump’s Big Ugly Bill that kicks 460,000 Ohioans off their health care and puts 11 rural hospitals at risk of closing, Ohio Republicans know that voters will hold them responsible,” DNC Chair Ken Martin told Playbook in a statement. “That’s why they are trying to cheat by further rigging Ohio’s congressional map. The DNC won’t stand idly by and watch it happen.”
In New Hampshire:
- WMUR: “On Tuesday, the Democratic National Committee announced a ‘five-figure’ investment in the New Hampshire Democratic Party, which it says will ‘turbocharge’ early organizing efforts. ‘The DNC won’t stand idly by as Republicans tear away at New Hampshire’s middle class,’ DNC Chairman Ken Martin said. ‘Every election matters, and that’s why we are investing early into the New Hampshire Democratic Party to ensure we win critical municipal elections this November and build campaign infrastructure as we gear up for the 2026 midterms.’”
- Granite Post: “Framing Republicans as ‘on defense,’ the DNC tied the move to making the case against former President Donald Trump and New Hampshire Republicans’ agenda. In its announcement, the committee pointed to what it calls Trump’s ‘Big Ugly Bill,’ claiming it would remove health coverage from 32,000 Granite Staters. Organizers argued Trump’s tariffs are raising costs on small businesses and families. DNC Chair Ken Martin said in a statement that the committee ‘won’t stand idly by as Republicans tear away at New Hampshire’s middle class,’ adding the early dollars are aimed at winning key municipal races this November and laying groundwork for 2026.”
