Across the Country, American Jobs and Billions in Investment at Risk if Trump Repeals the Bipartisan CHIPS and Science Act
March 6, 2025

In red, purple, and blue states, the CHIPS Act has created a jobs boom and delivered investment directly to communities
As Donald Trump continues to put China’s interests over those of the United States, one bit of real news came out of his speech to the Joint Session of Congress: Trump, who has seen the cost of eggs and other consumer staples rise during his first six weeks in office and whose policies economists believe could cause a recession, wants to bow down again to China and repeal the bipartisan CHIPS and Science Act.
The CHIPS Act has been vital for advancing American interests, creating high-paying jobs, and revitalizing our communities. Two years ago, the U.S. produced none of the world’s most advanced chips. Now, it’s home to all five of the world’s leading manufacturers in just two years — putting us on track to produce nearly 30% of the global supply by 2032.
In states across the country, repealing the CHIPS and Science Act would cost Americans billions of dollars in investment, and good-paying jobs in their communities.
A state breakdown can be seen below:
State | Amount of investment at risk |
Arizona | $10 Billion |
Georgia | $75 Million |
Michigan | $75 Million |
Minnesota | $123 Million |
North Carolina | $800 Million |
Oregon | $1.8 Billion |
Pennsylvania | $80 Million |
Virginia | $275 Million |
Texas | $4.7 Billion |
Idaho & New York | $6.1 Billion |
As Trump prepares to offshore more working class American jobs and put Americans behind our global competitors, Democrats will fight tooth and nail to stop him.
Democratic National Committee Chair Ken Martin issued the following statement:
“In red states, purple states, and blue states alike, the bipartisan CHIPS and Science Act has fueled new middle-class jobs, turbocharged small businesses, spurred innovation, and boosted American-made manufacturing. It’s no surprise that Trump – the master of shipping jobs overseas, rigging the economy for billionaires, and putting working people last – wants to roll it back. Trump isn’t doing a damn thing to help working people and that’s why economists believe his policies are putting us on the brink of a recession. This isn’t America first – it’s China first. Democrats will sound the alarm and fight back.”
The Chips and Science Act:
- Invested about $53 billion to encourage American leadership in the semiconductor manufacturing industries. Dozens of companies have committed to about $400 billion in total semiconductor investments across the country.
- Two years ago, the U.S. produced none of the world’s most advanced chips. Now, it’s home to all five of the world’s leading-edge logic, memory, and advanced packaging providers in just two years — putting us on track to produce nearly 30% of the global supply by 2032.
- CHIPS-funded projects are creating more than 115,000 good-paying construction and manufacturing jobs while building up workforce pipelines for related industries across the country.
- Unleashed funding to help small businesses explore innovative ideas and the commercial microelectronicsmarketplace.
