House Republicans Threaten Reproductive Health Care in Dangerous Budget

In response to House Republicans’ last-minute budget provision that would threaten health care funding and target reproductive freedoms, DNC Spokesperson Aida Ross released the following statement:

“Donald Trump and House Republicans are trying to sneak in a dangerous provision into their budget bill that could further rip away reproductive health care across the country. Trump is trying to intimidate states that have stood up to his dangerous abortion bans, threatening to cut off critical federal health care funding for millions of Americans if they don’t bend the knee. Trump and House Republicans are ripping away women’s reproductive care brick by brick, paving the way for a national abortion ban.”

In a last-minute addition to their dangerous budget bill, House Republicans moved to gut reproductive freedoms by threatening states’ health care funding.

NOTUS: “The reconciliation bill has given Republicans a way to target abortion access in states that legally protect it: threatening their federal health care funding.

“House Republicans added a last-minute provision to their reconciliation bill via a manager’s amendment that would block certain Affordable Care Act funds from going to state health plans that cover abortion services. …

“If the provision becomes law, it could force state officials to choose between maintaining abortion accessibility and ensuring that residents maintain their health care coverage.

“The Hyde Amendment already bans federal funds from being used directly on abortion. The Affordable Care Act prohibits recipients from using cost-sharing reductions — financial assistance to lower the out-of-pocket costs for low-income individuals — to pay for abortions.

“However, the reconciliation bill takes that limitation further, saying that health plans that cover abortion services cannot receive federally funded cost-sharing reductions at all. That could threaten financial assistance for all residents of a state. In 2024, half of all people enrolled in an ACA health plan qualified for cost-sharing reductions, per the Centers for Medicare and Medicaid Services.”

The Trump administration overturned the Biden-Harris administration’s efforts to ensure pregnant women can access emergency medical care in the face of extreme abortion bans.

Washington Post: “The Trump administration has rescinded Biden-era guidance requiring hospitals to provide emergency abortions when necessary to stabilize a patient’s health — even in states that ban the procedure. …

“The Biden administration had issued the guidance in July 2022, weeks after the Supreme Court overturned Roe v. Wade, ending the national right to abortion, to clarify that a federal law guaranteeing emergency care for patients in peril took precedence over state abortion bans. It later sued Idaho in federal court to enforce penalties against hospitals that disregarded the federal policy to adhere to the state’s strict abortion ban.”

Under his Project 2025 agenda, Donald Trump is attacking women’s reproductive rights and trying to ban abortion nationwide while invading the privacy of millions of American women.

“By describing a fetus as a person from conception, Trump has legitimized fetal personhood. … The legal language employed by fetal personhood also effectively categorizes any person receiving an abortion at any stage as a murderer.”
